Jorge Luis Pena, 26, of Roanoke, was charged with accessory before the fact of a felony and taken to the Franklin County Jail.
Both men are being held without bond.
Deputies responded to the incident around 4 p.m. Tuesday, Capt. Phillip Young of the Franklin County Sheriff’s Office said.
A woman told deputies she was raped and said the assailant fled into a wooded area near the beach.
The Virginia Conservation Police and Virginia State Police also responded and assisted in the search.
A sergeant with the Virginia Conservation Police located the men following a brief search, according to the sheriff’s office.
Further investigation by the sheriff’s office revealed two women and three men had arrived at the park together, and all were drinking alcohol, the sheriff’s office said.
At some point, two of the men sexually assaulted one of the women, according to the sheriff’s office.
Young’s news release described the case as an isolated incident and said there is no need for concern for the public’s safety.
