NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS TOWN OF VINTON, VIRGINIA On or about June 13, 2019 the Town of Vinton will submit a request on behalf of the Advancement Foundation to the Virginia Department of Housing and Community Development (DHCD) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Virginia Individual Development Account (VIDA), for the purpose of provide financial education combined with asset building for participants, with the objective to educate participants and to help them regularly save money that will be matched 8:1 with funds from the CDBG grant, in turn leading to homeownership or the purchase of business development assets. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from national environmental policy act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Town of Vinton Municipal Building, at 311 S. Pollard Street, Vinton VA 24179 and may be examined or copied weekdays 8 A.M. to 5 P.M. Any individual, group, or agency may submit written comments on the ERR to Richard Peters, at rpeters@ All comments received by June 28, 2019 will be considered by the Town of Vinton prior to authorizing submission of a request for release of funds. The Town of Vinton certifies to DHCD that Richard W. Peters in his capacity as Assistant Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DHCD'S approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town of Vinton to use Program funds. DHCD will consider objections to its release of funds and the Town of Vinton certification received by June 28, 2019 or for a period of fifteen days following its actual receipt of the request only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Vinton; (b) the Town of Vinton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DHCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
