It's a red fox with mange

BILL: Here is a picture from my remote digital camera set up on property I own in Shenandoah County. I have had the camera set up for several years and it has taken many pictures of deer, turkey, raccoon, squirrels and foxes. I’ve also gotten a picture of a bear.
The reason I sent this picture to you is for you to identify what animal it is.

JIM: I asked for help from Mat Knox, wildlife biologist for the Department of Game and Inland Fisheries. Knox identified the animal in your picture as a red fox with mange. “It is fairly common,” he said. “I have personally seen it five to 10 times myself. It seems like it always occurs in the summer.”
