Montgomery County supervisor questions delay in election results

A spreadsheet error contributed to the problems on election night, the registrar says.

CHRISTIANSBURG -- Montgomery County Supervisor John Muffo said he is disappointed that results from this month's election were not posted earlier that night and called the action "not acceptable."

Muffo's comments came during a discussion Monday between the board of supervisors and Registrar Randy Wertz. The board asked Wertz to come to a meeting to talk about the election.

The office didn't get local election results posted into the State Board of Elections' system until almost midnight on Election Day. Wertz said part of the situation had to do with a formula error with the spreadsheet his office used to tabulate results.

Wertz also said that, after polls closed at 7 p.m., results from the individual polling places came to the registrar's office from about 8 to 10 p.m. While results came in, the information was put into the spreadsheet that is used to post numbers into the state system.

Staff discovered that the turnout figures were incorrect, and Wertz told the supervisors he then started working to fix the formula error in the spreadsheet.

"I want to make sure the numbers are correct before I put anything on the Web site," he said.

Muffo said after the meeting that he was still disappointed that results weren't posted earlier once precinct information was known. Muffo said he understands that an election is not an easy job but questioned why surrounding counties were able to post numbers before Montgomery County.

"What happened this year was not acceptable," Muffo said. "So we'll see in the future if it changes."

On election night, there was also a data-entry error from the county that caused the State Board of Elections to report that Leonard Session won the District D seat on the Montgomery County School Board when incumbent Jamie Bond was the actual winner.

Someone entered 2,219 votes cast for Session in the D-2 precinct, when he received only 221 votes. The correct final tally in the race was Bond's 2,270 votes to Session's 1,115.

Wertz said it was human error in the data entry and said the person is no longer with his office. He declined to comment further on what he said was a personnel issue.

He said his office was "as unhappy with how things went as anybody is. ... It didn't meet our standards either."

Wertz said the goal is to make sure it doesn't happen again. He said he has served as the registrar since 2004 and "we never experienced an issue like this at all" in previous elections.

In other action, the board approved a $3 increase in court costs and in the filing fees for civil suits involving more than $500 to offset the cost of a new courthouse. The fee goes into effect Dec. 1.
