DOE probes Montgomery high school

State officials are looking into claims of testing infractions at Eastern Montgomery High.

The Virginia Department of Education is investigating allegations of Standards of Learning testing infractions at Eastern Montgomery High School.

Walt Shannon, Montgomery County's interim superintendent, said officials from the department visited the school last week and talked with administrators and teachers while they reviewed the past three years worth of testing data, curriculum information and schedules.

"We provided them total access to student information and records," Shannon said.

Charles Pyle, a spokesman for the Department of Education, said two investigators were at the school July 8-9 and that the department is finalizing a report on their findings that they will deliver to Shannon.

Shannon took over as interim superintendent on July 1, after former Superintendent Tiffany Anderson departed for a job in Missouri. Pyle said the department received allegations about possible infractions earlier this year that "had to do with students being improperly excluded from SOL testing" during the 2006-07 and 2007-08 academic years.

Shannon said the district should receive the state's report within the next two weeks. He said he would share the report publicly, unless specific names were mentioned. In that case, he said, names would have to be redacted.

"Until we get their report, we're not doing anything," Shannon said.

The investigation comes about a month after a team from the education department found that administrators at William Fleming High School inappropriately kept 31 students with disabilities out of state tests over the past two years.

"We don't have any reason to believe it's similar to what happened in Roanoke city," Shannon said.

A report on Fleming's infractions came out June 12. Shannon said investigators contacted Montgomery County and asked them for student data prior to July 1.

Nelson Simpkins, current director of secondary schools in Montgomery County, was principal at Eastern Montgomery High School from 2006 to 2008. He served as co-principal, along with John Wheeler, last school year, in addition to his role as director.

Wheeler said Wednesday that he had no "official" knowledge of the investigation. Simpkins could not be reached for comment.

Staff writer David Harrison contributed to this report.
