Surveillance chosen over fines as remedy for Franklin County trash box misuse

As construction waste continues to appear at Franklin County green box sites and damage county equipment, leaders decided to pursue a strategy of increased surveillance Tuesday night in lieu of a proposed change to penalties levied for offenders.

The county’s board of supervisors could have taken action on a proposal that would have added stiff civil fines — $250 for a first offense, for example — as punishment for unauthorized use of the disposal sites, which are designated for household waste of county residents only.
