Officials identify man fatally shot by police Tuesday night [WITH VIDEO]

The events that led to a Roanoke police officer returning fire and killing a gunman Tuesday night beside a school started with an investigation into a home invasion earlier in the day, Police Chief Joe Gaskins said.
Raheen Alexander Alleyne, 19, of Roanoke, died in the shooting, Gaskins said at a news conference this morning.
Detectives were investigating a home invasion reported about 2:30 a.m. on Tazewell Avenue, Gaskins said. The victim told police that three black males came into his house, assaulted him, and bound him with duct tape. The males left with the victim's cellphone.
Later, detectives called the victim's cellphone and asked to talk with the victim, Gaskins said. The person who answered the phone said the victim was not there, and asked what the caller wanted. Over the course of the conversation, the person using the victim's phone began arranging a drug deal, Gaskins said.
While the deal was being worked out, the victim de-activated the cellphone, unaware of the detective's investigation.
The detectives were later contacted by a person on another cellphone who called to re-establish the drug deal, Gaskins said. The caller asked to meet in the 600 block of Westwood Boulevard Northwest. Police told the caller what kind of car they'd be driving.
Police placed an undercover car at that location, and put it under surveillance. About 7:30 p.m., three people approached the car and two of them tried to get in it. Police took two people into custody, but the third ran, Gaskins said.
Police chased that person across the street and onto the property surrounding Greenvale School. Officer J.W. Hicks was the first vehicle to pull onto the property and saw the suspect run to the corner of the building, where a he was cornered by the building and a fence, Gaskins said. He then emerged from the shadow of the building.

As Hicks got out of his vehicle, he saw a muzzle flash and heard a gunshot. The shot missed Hicks, who returned two rounds, fatally wounding the suspect.
Officer G.L. Lancaster Jr. was also at the scene in his vehicle and also reported seeing the muzzle flash and hearing the gunshot, Gaskins said.
A gun and one spent casing was found near Alleyne's body, Gaskins said. Officers also found a cellphone on Alleyne that contained the phone number of the detective investigating the robbery. It was not the cellphone that was stolen during the home invasion, police spokeswoman Aisha Johnson said.
The other two people who were taken into custody were interviewed and released. They have not been charged, Gaskins said.
Hicks and Lancaster have been place on administrative leave, which is standard procedure after an officer-involved shooting. Hicks has been with the police department since July 2001, and Lancaster joined the department in July 2003. Both are K-9 officers.

Police have released the identity of the victim in Tuesday night's shooting involving two officers.
He was identified as Raheen Alexander Alleyne, 19, of Roanoke.
Police also released the names of the officers involved.

Hicks has been with the police department since July of 2001. Lancaster joined the force in July 2003.

Police spokeswoman Aisha Johnson said officers confronted a suspect in the 600 block of Westwood Boulevard Northwest "while conducting a robbery and narcotics investigation."
The suspect opened fire, Johnson said, and one officer shot back. Johnson did not say how many rounds were exchanged. The adult male was pronounced dead at the scene.
Both officers have been placed on administrative leave while the department investigates. A press conference is scheduled for Wednesday morning.

A Roanoke police officer shot a person outside of an elementary school in Northwest Roanoke tonight.
Police said the victim is a male but did not release his identity or age. They also did not release information about the male’s condition, whether he had a weapon or what led up to the shooting.
Gunfire was reported about 7:30 p.m. in front of Fairview Elementary School, on Westwood Boulevard between Salem Turnpike and Shenandoah Avenue Northwest, police spokeswoman Aisha Johnson said.
Curt Baker, deputy superintendent for the Roanoke school system, said he expected Fairview to be open Wednesday.
“There’s nothing to suggest that there has been any issue with regards to the school,” he said.
Officers blocked off both ends of the street with yellow tape while investigators canvassed the block. Police Chief Joe Gaskins and Capt. Curtis Davis were seen talking to investigators about two hours after the gunfire was reported.
“This is a major incident, and we will investigate it thoroughly as we do with any other officer-involved shooting,” Johnson said.
Tynisia Parker said a recreational basketball team with which she works was practicing at the school when the shooting was reported. She picked up several players on Troutland Avenue about 8:30 p.m.
Three neighbors who did not want to be named said they had heard two or three shots fired about 7:30 p.m.
The officer, who was not identified, was placed on administrative leave, which is standard procedure, Johnson said. Police will investigate to determine whether the officer followed department policy.
The last shooting involving an officer in the city was in July. Two officers shot a 51-year-old man who threatened them with a knife in his Southeast Roanoke home. The city's commonwealth's attorney said in September that the officers' actions were justified.
