*TOP 50 LIQUOR STORES (ABC stores): Virginia's Alcoholic Beverage Control Board operates 332 stores in the state. They are the only establishments allowed to sell hard liquor in the Commonwealth. This map shows the 50 stores that sold the most hard alcohol, by gallon, between July 1, 2007 and June 30, 2008, as recorded in the ABC board's annual report.
**UNDERAGE BUYER VIOLATIONS: Violations were documented from July 1, 2008 to June 30, 2009 as part of the Virginia Department of Alcoholic Beverage Control's Underage Buyer Program. In all, 483 inspections produced violations, compared with 4,171 that did not. During inspections, ABC investigators hire underage operatives, ages 17 to 19, to attempt to purchase alcohol from licensed sellers. The investigations are random and conducted throughout the year, as long as operatives are available. Some are conducted after citizens have filed complaints against a specific business.
